China August 2026: NEV Penetration Sets Another Record at 65.7% as the Market Rebounds 11% on July

China's electric penetration set a new record for the second straight month, 65.7% in August, while the overall market actually grew for the first time since spring, up 11% on July.

<p>China retailed <strong>1,626,000 passenger vehicles in August 2026</strong>, down <strong>19%</strong> year on year but up <strong>11% on July</strong>, according to preliminary China Passenger Car Association data (<a href="https://cnevpost.com/2026/09/03/china-aug-2026-nev-retail-preliminary-cpca/" target="_blank" rel="noopener">CnEVPost, CPCA preliminary, 3 September 2026</a>). This is a different shape to July: the market itself grew month on month for the first time since the spring pull-forward faded, even as the year-on-year comparison stays deeply negative.</p> <h3>65.7% penetration, another record</h3> <p>NEV retail was <strong>1,069,000 units, down 4%</strong> year on year but up 12% on July, taking penetration to a record <strong>65.7%</strong>, up from July's 65.1%. Two consecutive record months means this is no longer a one-off; combustion retail is still shrinking faster than NEV retail every month, which is what keeps pushing the share higher even while NEV's own year-on-year line stays negative (<a href="https://www.marklines.com/en/news/349753" target="_blank" rel="noopener">MarkLines corroboration</a>).</p> <h3>Wholesale is the stronger number</h3> <p>NEV wholesale, which captures export shipments as well as domestic dealer stocking, rose <strong>16% year on year to 1,506,000 units</strong>, in contrast to retail's 4% decline. That gap between a rising wholesale line and a falling retail line is the same export-led pattern seen through most of 2026: Chinese manufacturers are finding growth abroad while the domestic market digests last year's subsidy pull-forward.</p> <h3>Eight months in: 11.8 million cars, 6.74 million of them electric</h3> <p>Cumulative retail for January to August is <strong>11,800,000 units</strong>. Cumulative NEV retail is <strong>6,737,000 units, down 11%</strong> year on year, a 57.1% cumulative share. This is preliminary CPCA data; the final August print typically lands around the 11th of the following month, as July's did, and will be integrated when it arrives.
